Dear Ms. Nagaya:

First, it is excellent to hear that a management tool to track community concerns is under consideration for use by City staff. The distinguishing factor that will make such a tool effective, is that whatever tool is implemented, the information be published publicly. It is probably best that I continue the conversation on this topic with the City Manager.

Second, thank you for your explanation with respect to the installation of bike sharrows on the way to Oak Knoll school. This is the type of information that could be placed in such a management tool to inform the public. Although I remain concerned about the length of time and procedural requirements associated with this traffic safety improvement. I also have concerns regarding the competing issue component of your email as well, as I know the sharrows matter has existed longer than the improvements recently requested for the Ravenswood Crossing. Both are immediate safety matters, and to have them in such competition so as to potentially delay each other raises concern. Again, this is probably a matter that I best discuss with the City Manager.

Thank you for your email and questions. Your suggestion for a tool to track community concerns is something that is currently being evaluated, as we are continuously looking for ways to better communicate with residents.

Specifically, in response to questions about the installation of shared-lane markings ("sharrows") on Oak Avenue near Oak Knoll School. We did receive requests to evaluate their installation following a site visit with several of the City's Bicycle Commissioners and Oak Knoll School parents and administrators. At that point, staff reviewed the request and agreed that installation of sharrows on Oak Ave could provide benefit in identifying to bicyclists where to position and also to reinforce to drivers that bicyclists may be present.

However, sharrows are not included in the City's Bike Plan (last updated in 2005), since this treatment is a newer device which was not yet approved for use at that time. Additionally, sharrows were not identified in the updated Oak Knoll Safe Routes to School plan completed in 2012-2013. Thus, installation will require that staff bring the item to the Bicycle Commission and City Council with appropriate public notice for approval before installation can take place.

This item is tentatively scheduled for the Commissionís review in May or June; then Council review would follow (likely July) before we could mobilize for installation. We also have competing priorities with responding to safety modification requests at the Ravenswood Caltrain crossing, following the unfortunate collision that occurred there several weeks ago, which has meant that installation of the sharrows in this instance has taken longer than we would typically like.

Dear City Manager McIntyre:

On Sunday, April 13th, I was honored to have representatives from the Library, Environmental Quality, Planning, Parks and Recreation, Bicycle and Transportation Commission, join me for office hours. Commissioners Ferrick, Cox, Bramlett, Walser, Hirsch and DeCardy all joined me for a roundtable discussion with residents. Remarkably during the two hour discussion, a theme arose both from those residents who came to participate in the discussion, and from our commissioners: there are a number of transportation and public works concerns being raised by residents that appear to be "low hanging fruit", taking unexpected periods of time to address.

One example relates to the marking of bike lanes on the route to Oak Knoll School. I personally emailed staff about this issue in January, after I was informed of an incident involving a child. I recently learned that the striping of the bike lane is scheduled to occur in June, after the school year concludes. The six month timeline for action after the incident, appears too long.

This is just one example that was raised during the office hours. But I refer to it, as I have personal knowledge relating to the timeline from incident and inquiry to expected action.

In some jurisdictions, a management tool is used to track such transportation and public work concerns raised by the public. Concerns are listed on the City's public website, listing the date the concern was received from the public, whom at the City is handling the concern, whether action is planned in response, and when and how the matter is resolved.

As such a publicly published list is management tool, an action of the City Council is not required for the City to start using such a tool.

This email is to request the City adopt the use of published list documenting resident concerns surrounding transportation and public works issues and the City's responses, including the date the concern is received and when action is taken. I believe the use of this tool will communicate effectively to the public that status of City's response to residents concerns and help City management and the City Council identify and track very efficiently the status of outstanding issues identified by residents throughout the City.

Finally, it is important to note that the request for use of such a tool is not an indictment of City staff. There is not enough information to identify whether there is a problem somewhere in the process of how concerns are identified to be resolved. However, the use of such a tool will help assess whether such an issue exists in this process.
