when will council support renewal of our downtown?

Honorable Council members,

After years of meetings, hearings and workshops, it became clear that our downtown cannot renew without investment by property owners. And that investment was unlikely if new buildings could not meet our parking requirements. Indeed, thats why the ECR/downtown specific plan - which puts many requirements on land owners and developers - concluded that the city must initiate a downtown parking structure as its part of the effort. To my knowledge, there are currently no plans for a structure, and there is no funding. And where there is no funding, there is no project.

Understandably we will have many public discussions about a first parking strutcure - how big, what kind of architecture, which of the three designated parking lots to build on. We need to begin this process. And, given the likely cost, we need to start setting aside annual funds for such a project.

The economy has turned, but we have not yet covered deferred planning - perhaps even less than our deferred maintenance. Please consider this gap as you consider our budgets and expenditures - and please set aside the first payment for the parking structure. Our downtown is waiting for it.
