Panhandlers at Trader Joe's

There have often panhandlers/petition hawkers at TJ's and I fully understand the constitutionality of that.  However, when they set up tables and chairs, they are blocking the sidewalk.  Recently there have several able bodied MEN soliciting (allegedly) for homeless WOMEN AND CHILDREN.  Some of the ones I have seen there have fancy phones, ear buds and do NOT look homeless themselves.  Nor do they look like they are students or persons doing charitable work, and there seems to be nothing "official" as to where exactly this money is going.  When the police are called, nothing happens. Surely there are city ordinances that restrict these types of activities.  If there are not, there should be something within the limits of constitutionality that does provide some limits.
