Downtown Parking Tickets On White Lines

Honorable Mayor and Council Members:
During a recent Study Session by the City Council on the topic of
Downtown Parking, Council Member Cline mentioned having received the first ticket
in his life for parking over the "white line".
If I recall correctly, Council Member Keith said that she hoped that there
weren't more than 5 such tickets - in a year!
At the time, the Transportation Division did not have the statistics. I
later emailed the Transportation Division inquiring about this and they
directed me to the Police Department.
The Police Department emailed me today indicating that parking tickets for
parking over the white lines were written, as follows:
Year 2012 - 892 citations
Year 2013 - 860 citations
Year 2014 - 332 citations, year to date
That is a total of 2,084 citations. The question is, are these people
returning to Menlo Park to shop? Does this help or hinder economic development?
Bottom line, what helps the merchants thrive, flourish and be profitable?
Perhaps this is something to think about and reconsider. Enforcement is
important, but are we too aggressive? What is the goal of parking
enforcement? What do merchants want? I'm sure there are pros and cons to the
options. It is difficult to please everyone. Taking a further look at what Los
Altos, Mtn. View and other cities are doing may shed further light on viable
options to consider.
