"Save Menlo" initiative

Dear City Council members and Mr. McIntyre,

I was dismayed to read in the Mercury News on Sunday the news that the City Manager "intends to ask the City council at its March 18 meeting to hire a consultant to study the [Save Menlo] initiative."
Why must we continue to throw city money to consultants (I am tempted to write "consultants") ? Should not such analysis come under the purview of the City Manager himself ? If this initiative is on the ballot, voters themselves will make individual decisions about whether to give their support. A consultant will tell us little that we cannot glean for ourselves -- Council Members, City Manager, and citizens.
