I agree with Lee Duboc that the City Council should hire an outside auditor. Furthermore, the City Council should institute a hiring/salary freeze, pending the results of the audit.

An Audit of our City is Needed

Fellow Residents,

Should we be concerned that our City has far more staff than any other local city our size when:

1. Staff salaries are going up-way up?

2. When health care costs are increasing by up to 25%?

3. When CalPERS has delivered a huge increase in the cost of employee pensions-and promises more to come-as the City Council heard last Tuesday?

4. When outside agencies can do much of the work, equally well and better--even those that are unionized and pay their employees well?
The rhetorical answer is of course. And to get this situation under control, I am suggesting that the City Council hire an outside consulting auditor to recommend methods of reducing staff without reducing services. The goal can be achieved via:

1. Efficiencies, or

2. Outsourcing,

3. Or both

The auditor will be hired directly by the Council and will report directly to it. This auditor should be an out of the box selection - with experience, yes, and with a track record of speaking truth to power.

The Council's goal-setting session is on January 27th and I will be very disappointed if a City audit is not on the immediate to-do list. Many cities have found that the cost of the consultant are much more than outweighed by the reduction in staff levels or efficiencies that result. Given the salary and health care increases which are exacerbated by constantly increasing pension costs, it is no longer acceptable to ignore the large size of our city staff.

I am asking you, which I rarely do, to write city council members and encourage them to hire an outside auditor-despite anticipated objections from management. City.Council_at_(domainremoved)
