CEQA review on gas ban

Dear City Council members,

The staff report for item J3 on tonight's consent calendar - adoption of building code ordinance on second reading - claims that the proposed action is exempt under CEQA and will not possibly have an (adverse) effect on the environment. I believe this is incorrect and I object to adoption of this ordinance without a CEQA review. At least the part of the ordinance that would ban natural gas in some future construction can be expected to have an adverse effect on the environment. The lack of natural gas would make the City more vulnerable to power outages intentionally imposed by PG&E as a cautionary measure to prevent wildfires (see headline article in the Palo Alto Daily Post “PG&E warns of power outages") or from other causes such as damaged power lines and criminal or terrorist attacks. Natural gas can be used to power more than stoves. It can provide an emergency alternative to electricity from the grid.
