Request that Council Evaluate the Effectiveness of MP Advisory Committees (without formatting problems)

Dear Council,


My prior email on this topic had formating problems, so I write again. In
short, I request that Council start the process of evaluating the
effectiveness of the MP advisory commissions to:

1. See if these roles are working as originally intended

2. Identify where the roles need evolving and/or the commission might
no longer be necessary;

3. Incorporate best practices from other cities; and

4. Ensure that the City is complying with all state statues regarding
our commissions.
The advisory roles could much better “institutionalize” a mechanism that
systematically aids Council’s goal (and residents’ expectations) of strong
operational stewardship. Based on my personal review of “best practices,” a
well-designed role should:


   - Include a list of activities whereby the commissions can effectively
   advise Council;
   - Give the community forums for discussion in greater depth than is
   possible at Council meetings;
   - Provide better assistance to Council when formulating public policy
   and/or help to transform policy decisions into action;
   - Provide a more thorough review of complex and significant matters than
   a part-time council may be able to give;
   - Provide expertise without expending budget money;
   - Enable residents serving to fully use their skills and
   abilities towards what should be our shared purpose of effective,
   responsible and efficient government; and
   - Include periodic, ongoing evaluation.
