In many jurisdictions, perhaps also in Menlo Park, new retail or office
buildings are required to have a certain ratio of parking spaces to square
space of development. I would like to suggest that the Council consider a
similar required ratio of office development to affordable housing units.
Although retail and office development seem to be attractive, the pressing
need in our community and on the Peninsula is housing. I suggest by
linking the two, the community's priorities would be better met. I would
not allow developers to "buy out" of that obligation, since the housing
units to be built with those funds seem never to be built, and the "buy
out" price is usually set too low to offset the need for housing created by
other development.
