Against - Tenant relocation assistance

Dear Council Members

I am writing to register my vote against this proposal for tenant relocation assistance proposal.

Some quick thoughts are if you adopt either Redwood City or Proposal B

How do you define “Nuisance” ? In one proposal you say a tenant can be relocated if they prove to be a nuisance- How will this be decided or proved? A lawsuit? Police report? i believe this will be practically impossible from a legal perspective to prove

Fixed term leases.
Why would a fixed term lease of 1 year not be a reason to end a tenancy? A contractual agreement should be honored. This lease term needs to be added back as an exception. Sometimes the fit of a tenant and a property is not a good fit and the landlords only way to mitigate this is NOT to re rent the property to the tenant.

Improvement Incentives
If a plan like this is passed the incentive of the landlord to maintain or improve a property will be reduced, to the detriment of the tenants, as the owners may wish tenants to move out and if they have no recourse through lease agreements - this may be a unintended consequence. This seems to be in opposition to what tenants would want. Also the COI + 5% will likely become a standard increase - vs the market rate which goes DOWN as well as up.
