CHRISTMAS TREE LIGHTING COSTS

Honorable Mayor and Council Members,


I recently learned that the City will be or has spent over a quarter million dollars ($250,000) to light the large tree for six weeks or so in 1) Fremont Park, 2) ECR & Ravenswood and at 3) City Hall, over a five-year period.
 
While having the tree bright and cheerful is enjoyed by many, how is it possible that 1) $250,000 or more is being spent WITHOUT City Council approval, and 2) are there better uses of these funds, such as 1) traffic mitigation, 2) low income housing, 3) Belle Haven and Main Library, 4) police enhancements, 5) park improvements and perhaps donations to community non-profit organizations?
 
If the City Manager only has authority to spend $25,000 (or perhaps $50,000) on his own without your knowledge or consent, then how in the world did this short term, annual expense get approved - year after year?
 
Downtown merchants used to fund the lighting at Fremont Park. Why are they being skipped these days? 
 
More questions than answers.  Your thoughts welcome, BEFORE another $50,000 + is spent in 2018.
