Agenda items H2 and H3 - Get Us Moving Call For Projects and Dumbarton Corridor letter to Samtrans

Dear Mayor Keith and Council Members,

This evening, City Council is considering two items that have the potential
to support fundamental improvements to our city’s transportation needs for
the congested Dumbarton Corridor, which is driving the traffic nightmares
on Willow Road.

The fundamental problem is that there are more cars travelling at peak
period than will fit on Willow, a large share coming from the East Bay via
the Dumbarton Corridor. The Willow situation is made worse by the
interchange construction, but was nonfunctional before construction

There are “low-hanging fruit” opportunities to make a major dent in that
overall traffic volume, that Council has a chance to advance tonight.

As a member of the Complete Streets Commission Multi-Modal subcommittee, we
held a meeting yesterday, inviting attendees from Stanford, the Palo Alto
Transportation Management Association, Menlo Park staff working on our
transportation demand management programs, shuttles and TMA, and Redwood
City staff working on that city’s transportation demand management policies
and planned TMA.

The small number of jurisdictions in the room represented over 50% of the
peak-period traffic on the Dumbarton corridor.

At the meeting, we reviewed information showing that Stanford has 50% of
its employees who commute via the Dumbarton Corridor arriving with modes
other than solo driving. However, the other major destinations see Solo
mode share driving rates of 80% and above.

Dumbarton Corridor traffic is extremely concentrated, with about two thirds
going to a small number of destinations: Palo Alto, Stanford, Menlo Park,
Redwood City, Mountain View, and Sunnyvale. All of these places have TDM
policies and programs at some level of maturity.

At the meeting, we heard from Stanford and Palo Alto’s TMA about the
programs that they are using today, successfully, to reduce solo driving.
And we brainstormed opportunities for collaborative efforts to implement
stronger TDM programs, focusing on the Dumbarton Corridor, with support
from all of the attendees.

Opportunities discussed include offering transit pass discounts, following
the footsteps of Stanford and Palo Alto’s very successful pilot programs,
subsidized app-based carpool programs, coaching assistance in identifying
transit options, and in utilizing existing guaranteed ride home programs,
which are available not widely known.

There are opportunities to move this forward in the short term, in
collaboration with our neighboring jurisdictions.

To take advantage of these opportunities:

For item H2, I would ask Council to recommend for the Get Us Moving San
Mateo County Expenditure Plan a package of Dumbarton Corridor TDM
investments such as transit pass discounts, concierge services to help
employees choose nondriving options and be aware of existing guaranteed
ride home programs, shuttles where needed, and related measures, and to
urge staff to work with the other high-Dumbarton-traffic jurisdictions and
agencies to craft the recommendations.

For item H3, please urge SamTrans to work with partners including Menlo
Park and the other high-traffic destination jurisdictions to pursue
near-term opportunities to provide stronger TDM on the Dumbarton Corridor
to improve person-throughput and relieve congestion.

Reducing solo-driving commutes is the strategic measure that will address
the pain of Willows cut-through traffic. And it is possible to make
progress immediately, while working on longer term transportation
infrastructure improvements.
