survey about city services?

Dear City Council members,
I recently participated in the city's survey for residents that was run by
Godbe research. It was positioned to be about city services and general
satisfaction about living in Menlo Park. However, some questions surprised
me, particularly several related to my opinion about the possibility
downtown of a 3-story parking garage with mixed use, a 5-story parking
garage, or a 7-story parking garage. The questions said the garage would be
on a parking lot downtown and above ground.
Did the Council authorize these questions, or even know about them?
Did you know that the questions provided no information about the fact that
the current ECR/Downtown Specific Plan would not allow a 5- or 7- story
above ground garage or a 3-story garage with mixed use above. Refer to page
E90 of the Specific Plan where only 4 levels, including an upper open air
parking level, would be allowed (38' maximum height). In other words, a
parking garage taller than 38' would require amending the Specific Plan.
Do the downtown business and property owners know about the city surveying
residents about a potential new garage? They were, understandably, highly
sensitive to potential siting of parking structures during the evolution of
the Specific Plan.
Please conduct an appropriate planning process for new garages, not
beginning with a cryptic survey,
