Support for Reduced Parking Requirements Near Transit in the Updated Downtown Area Plan

Dear Mayor Carleton and City Council Members,
Thank you for your engagement in the biennial review of the Downtown Area
Plan. Our previous comments (October 6th, 2015) are in support of much of
the staff proposed changes and encouraging more downtown improvements that
make alternatives to driving more convenient.

Recent consideration of developments near Caltrain have brought to light the
over-supply of parking that current parking requirements could create. Too
much parking is not only an unnecessary expense to developers, it creates an
atmosphere that encourages more driving instead of rewarding the use of
other modes and channeling additional funds to downtown improvements. We
support the newly proposed tiered approach to reducing minimum parking
requirements close to transit, and throughout downtown. We also encourage
the City to charge for medium- and long-term parking in a way that assures
ample supply of parking for those who need it.

We support the comments submitted by Adina Levin on November 11th, 2015 and
by Bob McGrew on November 16th, 2015. With these recommended improvements,
Menlo Parkšs downtown can flourish. Thank you for considering these
