Menlo Park already has more staff than other cities of its size.

Please consider outsourcing some services as other cities do, rather than
adding to permanent staff. Permanent staff are an obligation into the
future that varies with needs.

If anything, permanent staff are not as reliable as outsourced staff
because they do not need to work as hard to maintain their jobs. If
outsourced staff is not doing the job well, a new contract with some other
firm can be considered. With permanent staff, recourse is difficult as
personnel are tenured in their position and firing is difficult,
time-consuming, and next to impossible.
